To support the Programme Manager and Programme Delivery Officers to enable delivery of the Group's asset management investment programme through the effective use of the contract management software, ensuring contract administration is accurately maintained and meets the requirements for audit compliance.

To ensure the appropriate actions are undertaken and information is available to develop robust reports and provide assurance that compliance of all technical, regulatory, and statutory requirements are achieved.

Responsible for delivering small programmes of work and supporting the Programme Delivery Team to deliver large and complex programmes of work through effective management and monitoring of external contractors and service providers.

To Provide support in respect of resident consultation for planned and improvement works programmes, including attending residents meetings where required.

Duties and Responsibilities

- Ensure full understanding of the responsibilities involved in the planning, management and delivery of planned and improvement works programmes.
- Ensure that contracts are correctly set-up on the contract management software, including performance measures, costs and timescales.
- Contribute to the development of programmes of work in relation to planned works in order to deliver the Group's Asset Management Strategy.
- Assist with the development of procurement options and preparation of tender documents for external suppliers and specialist contractors to ensure the delivery of high quality programmes of planned works.
- Assist with the contract management and administration for the internal team and external suppliers ensuring work is carried out in a compliant and timely way through supplier performance reviews, providing input into the development of reports and ensuring audit compliance.
- Monitor programmes of work to ensure they are delivered on time and to the required standards, to enable certifying works for payment.
- Work collaboratively with departmental colleagues in the monitoring of contractors and trades performance, altering the Programme Delivery Officer/ Programme Manager to issues that are identified.
- Proactively identify risks in relation to aspects of delivery that may impact on the successful outcomes of planned capital works programmes, escalating to the Programme Delivery Officer/ Programme Manager as necessary.
- Liaise with departmental colleagues to ensure any amendments to contract information held on the database are updated as appropriate.
- Reconcile information on a regular basis with contractors.
- Monitor the contractual performance measures in place for all aspects of delivery against the appropriate targets, raising any areas of concern at the earliest opportunity with the Programme Manager.
- Collate benchmarking data on programme costs to enable effective monitoring of value for money.
- Assist in the preparation of statistics, reports and information as may be required.
- Assist in the development and updating of policies, procedures and associated systems.
- Provide support in respect of resident consultation for planned and improvement works programmes, including attending residents meetings where required.
- Undertake research into products and technologies as required.
- Keep up to date with all relevant legislation and regulations in respect of building maintenance and improvement works.
