Contract Management, Assurance Manager
As Contract Management Assurance Manager at HS2, you will be leading both the development and implementation of procurement policy, process and assurance. You will support the ongoing operation of the Procurement teams covering Construction, Corporate Procurement, Supply Chain and Contract Management teams. This will entail providing advice, guidance and assurance on internal policies and procedures as well as external obligations including EU and UK procurement legislation.
About the role:
Support the development of a robust, auditable and transparent contract management assurance model which ensures that policies, processes and work instructions are developed to support the need to source, select, manage and deliver the diverse range of works, goods and services required by HS2 Deliver hands-on support to commercial teams in working through the Assurance lifecycle at multiple points in the contract life cycle, working with external Assurance providers, such as the Independent Assurance Panel and DfT where appropriate, to ensure that issues are captured, tracked and closed out Provide input and ideas to the Continual Improvement of Policies and Procedures Lead and facilitate lessons learned activities to ensure feedback is balanced and fair, and that action plans are created and acted on Undertake spot-check/audits on Contract Management activities to report on compliance issues, making recommendations for improvement or escalation Deliver training and knowledge sessions to enhance capability and awareness of the Governance & Assurance Team across the business Monitor UK Government initiatives and policies and EU Public Sector Procurement regulations to ensure HS2 is current and compliant in all procurement-related activity
Strong written and verbal communications skills with an eye for detail Numerate and able to demonstrate strong excel, project and PowerPoint skills Comfortable leading and working as part of a team Strong influencing skills Project Management skills and experience Expert knowledge of NEC3 contracting Demonstrable track record of developing or working within governance & assurance structures with supporting policy and processes Awareness of government initiatives and policies Knowledge of procurement and contract management in the set-up and mobilisation stage of infrastructure projects Knowledge of working with or for publically-funded bodies, including central government departments Some exposure of procurement in the private sector would be beneficial
